The Strategy provides a framework for actions to reduce or eliminate persistent toxic substances, especially those which bioaccumulate, from the Great Lakes Basin.
The World Bank Participation Sourcebook
Participation is a rich concept that means different things to different people in different settings. For some, it is a matter of principle; for others, a practice; and for still others, an end in itself. All these interpretations have merit. The World Bank Participation Sourcebook, however, follows the definition of participation adopted by the Bank's Learning Group on Participatory Development: Participation is a process through which stakeholders influence and share control over development initiatives and the decisions and resources which affect them. In writing the Sourcebook, we wanted to discover how this could be achieved. As a first step, we turned to our colleagues, who contributed their experience and advice. It is this experience, both successes and frustrations, that we have tried to capture for Bank staff.

Implementing Public Participation in African Development Bank Operations (Fall, Aboubacar)
This chapter focuses on experiences in developing and implementing mechanisms to ensure public access to information, decisionmaking processes, and justice in AFDB operations. Section II examines public involvement in AFDB strategies, and section III analyzes how public involvement has been incorporated into AFDB projects, with a case study on the Bani Plains development project in Mali. However, before addressing implementation of public participation in AFDB development strategies and funded-projects, it is useful to define two concepts which are often used interchangeably: ?consultation? and ?participation.?
Capabilities and Limitations of Decision Support Systems in Facilitating Access to Information (Salewicz, Kazimierz)
This paper is intended to review the basic concepts and notions underlying development of decision support tools providing decision makers and other involved parties with various forms of information which can be then used during decision making process. Further on the capabilities as well as limitations of these tools in securing access to information will be analysed. This analysis is illustrated by examples of various solutions and applications, including presentation of the Web-based prototype of the Decision Support System which has been developed for the Ganges River. Finally recommendations concerning future research needs and challenges will be presented. All considerations contained in this paper are made from the point of view of technically-minded professional, who has been involved for many years in the development of various tools and solutions supporting decision making processes and managerial activities. Therefore psychological, social, political and legal aspects of the decision making processes will not be considered here.
Participation Plan for the SAP for the Bermejo River
Report summarizing the public participation mechanisms utilized in the formulation of the strategic Action Program for the Binational basin of the Bermejo River (SAP-Bermejo), conducted during the period 1997-2000. The document outlines the major activities that were conducted to ensure the active participation of basin communities, local, regional and national authorities, academia, and NGO?s into the preparation of the SAP. While not comprehensive, it is intended to provide some guidelines as to methods of public participation, so as to assist other GEF international water?s projects.
Danube Capacity - Project Implementation Plan
The Project Implementation Plan (PIP) is based on the official UNDP/GEF Danube Regional Project Document. It incorporates the substantive guidance of the Inception Workshop as well as inputs from the UNDP/GEF Project Staff and the ICPDR Secretariat, needed to fill any gaps, clarify inconsistencies, and to meet UNOPS/UNDP/GEF implementation requirements. The PIP lays out the details for carrying out Phase 1 of the Danube Regional Project (2002-2003) and should thereby serve as the guide to all relevant project stakeholders for project implementation. The exact course of implementation for some project activities will be determined during the coming months based on the results of linked activities, the availability of external inputs etc.
